The north London club were known to have been tracking the 31-year-old during the January transfer window but ultimately failed to strike a deal with Atleti.
Spurs were monitoring the Uruguay international with great interest, and Harry Redknapp attended Atletico's Copa Del Rey quarter-final against Real Madrid in January to run the rule over the forward.
However, whilst admitting an interest in the player, the Tottenham manager claimed a deal would not represent financial sense for the White Hart Lane club.
“Diego Forlan has been mentioned but we are not going to get near their wages,” the Spurs boss said at the time.
